This is the only POST request from the scheduler to a repo server.
It currently gets rejected due to our access configuration, so
use the src server as proxy.

As the rpm in SLE12 does not understand rich dependencies we need
to encode them as provides prefixed with "ptfdep-". Libsolv will
later translate the provides to the correct requires.

We also add a new ptf-package() provides to every package belonging
to a ptf.

Those DoD resources are different to repositories because there
is no way to request the complete state from the server.

Thus we collect the needed DoD resources in the scheduler and put
them into a "doddata.needed" file. The bs_dodup server then uses
this information to request data for each resource.

- check the blobstore before downloading a blob
- put downloaded blobs in the blobstore
- try to get the container mtime from the config so that
  we always reconstruct bitwise identical containers
- add correct provides to the obsbinlnk file

We will need to support bearer auth vie BSWatcher, i.e. use async rpcs.
Using a decoder function makes this easier to do. Also provide a
way to use a differnt RPC call.

Fix the style and the collapse of Mentioned Issues

Collapsing the summary of the issue was broken. It was implemented by
Webui::WebuiHelper#toggle_sliced_text. The helper has been removed and
the text is now collapsed in the same way as any other text in the application,
with "Show more/less" link.

Improve the style of the section too.

Create Workflow model

Currently we only check/use the event in the webhook
that we receive. The event specified in the workflow
yaml file is not needed at the current state, so lets
not deal with it.
