dt-bindings: phy: hisilicon: Fix 'hisilicon,eye-diagram-param' differing types

'hisilicon,eye-diagram-param' is also defined in
hisilicon,phy-hi3670-pcie.yaml as a 'uint32-array'. Unify it to use
'uint32-array' everywhere.
