[dist] Termporarily disable annotate gem

This can make it easier to find workers that have a too small
disk cache.

Until we switch to bundle-gems service or our gem packaging scripts have a way
to deal with conflicting executeables.

Rpmlint fixes

Make use of them in the publisher. This adds the missing info
for product builds. (Containers currently get the data from the
containerinfo file.)

We want them for product tracking.
Also adds buildhost support for the annotation.

We now export both the old limited xml annotation and the complete
annotation as perl data.

[dist] Add short descriptions to our service files

Some of our files are intenionally hidden, eg. the AWS configurations,
the sprockets manifest, and many of files of the gems we bundle.
Because of that we have a lot of false positives so that we would
probably overlook offenses we might want to fix.
And given that this offense doesn't cause any harm it's better to
silence this check.
That makes other, more critical offenses more visible.

This was causing some offenses from Rpmlint.

Our development packages don't contain changelogs. So it doesn't
make sense to run this rpmlint check.

We have a couple of scripts that we only need for our test suite,
eg. in tests/appliance. These scripts don't need to have the
executable flag.
Since having non executable scripts doesn't do any harm, it's okay
to silence this check.

Move read_patchinfo method to private section, and remove it from the
routes as it is not used.

We don't include man pages on purpose. Since this is intentionally
it makes sense to disable this rpmlint check by filtering it
in the obs-rpmlintrc file.

This solves the rpmlint warning 'non-conffile-in-etc' caused by
having non-executable cron scripts in /etc/cron.d/.
Cron job files are supposed to be configurable by local system administrators.
