Componentize miscellaneous resources to share them with iOS.

Chrome on iOS uses the resources IDS_OPTIONS_ADVANCED_SECTION_TITLE_PRIVACY
and IDS_WEBSITE_SETTINGS_NON_SECURE_TRANSPORT so componentize them.
