HSD #14014656595: net: ethernet: altera: add main and header file for Intel FPGA E-tile Ethernet driver

This patch adds the main driver and header file for Intel FPGA E-tile
Ethernet driver. The Intel FPGA E-tile Ethernet driver supports 25 Gigabit
Ethernet speed with PTP (Precision Time Protocol).
