scsi/hifc: add port resource module of hifc driver

This module maintains hifc driver port resources, including HBA, Lport,
Rport, queue, and npiv.
The main contents are as follows:
1. Creating and Destroying lports/rport/npiv.
2. Register the lport/rport/npiv to the kernel.
3. Initialize the io queue for IO transmission.
