scsi/hifc: add port manager module of hifc driver

This module includes the tool channel for processing tool commands and
management commands for managing nport and hba resources.
The main contents are as follows:
1. Initialize the port.
2. Handle the link-up/link-down event of the port.
3. Process the port parameters set by the user.
