User manual documentation for tunables

Create a new node for tunables documentation and add notes for the
malloc tunables.

	* manual/tunables.texi: New chapter.
	* manual/Makefile (chapters): Add it.
	* manual/probes.texi (@node): Point to the Tunables chapter.
