x86: Use CHECK_FEATURE_PRESENT to check HLE [BZ #27398] 

HLE is disabled on blacklisted CPUs.  Use CHECK_FEATURE_PRESENT, instead
of CHECK_FEATURE_ACTIVE, to check HLE.
