hurd 64bit: Re-introduce gai_suspend symbol

4d3f846b ("hurd: Fix __TIMESIZE on x86_64") incidentaly dropped it
because it fixed hurd 64bit into setting __TIMESIZE to 64, and that case
was not having gai_suspend defined yet.
