add myself as contact for "br" locale

Pablo was l10n/i18n coordinator back in the old days but MandrakeSoft is
dead now

	* localedata/locales/br_FR (LC_IDENTIFICATON): Add
	Thierry Vignaud <thierry.vignaud@gmail.com> as the contact
	for the br_FR locale.
