[gdb/testsuite] Fix /gdb.guile/scm-parameter.exp for remote host

Fix test-case gdb.guile/scm-parameter.exp for remote host by taking into
account that gdb_reinitialize_dir has no effect for remote host.

Tested on x86_64-linux.
