sim: testsuite: rename global_sim_options to SIMFLAGS_FOR_TARGET 

Now that all the other toolchain settings have been renamed to match
the dejagnu settings of XXX_FOR_TARGET, rename global_sim_options to
SIMFLAGS_FOR_TARGET too.
