Sync Octeon Sniffer

Added back some changes from a dropped commit.
1. The Octeon README should be a stub.
2. Changed the license notice in the octeon sync files back to GPLv2.
3. Added a flag to Aes that needed a build guard around it.
4. Replaced the disable for sniffer session stats.
