Sync Sniffer API Cleanup 

1. Switched the IntelQa sync API back to local.
2. Added two functions to setup and cleanup the IntelQA device.
3. Changed the Octeon functions to match the IntelQa functions.
4. Updated sniffer, wolfcryptest, and benchmark.
