build-sys: move "dist" parts out of conditional

Fixes:
$ ./autogen.sh
$ ./configure ... --disable-timesyncd
$ make distcheck
...
make[1]: *** No rule to make target 'src/timesync/timesyncd-gperf.gperf', needed by 'src/timesync/timesyncd-gperf.c'.  Stop.
