build: fix systemd-journal-upload installation

Fixes:

$ ./configure ... --disable-microhttpd --enable-libcurl
--enable-sysusers
$ make && make install DESTDIR=$(pwd)/INST
$ ls INST/usr/lib/sysusers.d/
basic.conf  systemd.conf

There is no a file with `systemd-journald-upload`
