meson: fix build with -Dcryptolib=openssl -Ddns-over-tls=false

Previously, when -Ddns-over-tls=false, libopenssl was missing in the
dependency of resolved.
Also, this drops libgpg_error when it is not necessary.

Replaces #21878.
