udev: use ENODATA when 'No entry found from hwdb'

Before:
IMPORT builtin 'hwdb' fails: No such file or directory

After:
IMPORT builtin 'hwdb' fails: No data available

Previous log is confusing and may be understood as hwdb file not exist.
