Merge branch 'selftests/bpf: minor fixups'

- [4/5]: move test_bpftool.py to TEST_PROGS_EXTENDED, files in TEST_GEN_PROGS_EXTENDED
are generated by make. Otherwise, it will break out-of-tree install:
