bnxt_en: Use proper TUNNEL_DST_PORT_ALLOC* commands

In bnxt_udp_tunnel_set_port(), use the proper ALLOC commands instead
of the FREE commands for correctness.  The ALLOC and FREE commands
happen to be identical so this is just a cosmetic fix for correctness.
