arm64: dts: rockchip: Add ethernet phy to rk3399-orangepi

Enables INTB.
The wiring is the same as the nanopi4, so this is heavily based on:

- [bc43cee8] arm64: dts: rockchip: Update nanopi4 phy reset properties
