configs:2711: Add V3D clock support on arm64

The V3D driver now depends on the CLK_RASPBERRYPI and
ARM_RASPBERRYPI_CPUFREQ drivers for dynamic clock control. Without
them the driver fails to load and the system reverts to software
rendering.
