Revert "mac80211: HE STA disassoc due to QOS NULL not sent"

This reverts commit f39b07fd ("mac80211: HE STA disassoc
due to QOS NULL not sent")

Since iwlwifi specific workaround, which blocks to send NDP,
is removed, we can revert this commit.
