iwlwifi: support version 3 of GEO_TX_POWER_LIMIT

Add support for the new version of the GEO_TX_POWER_LIMIT command.
This new version includes UHB values in the table, but for now, since
we don't have the ACPI values yet, we support the API, but don't set
the extra values.
