Additionally turn the after_action around and maintain a whitelist instead of a blacklist. This requires new methods authorized by default.

new_package and it's dialog are just informal authorizations, so people do not even try to do this.

* Moves setting of icon and flash color to CSS
* Remove unused div: "%div{ class: flash_header }"

Make all of the request history "small"

Commit 0c791a74 removed the 'small' class from the
collapsible text so that it uses the default size. Though in the
request history tab we want to have a smaller text size to give it
less emphasize.
