[ValueTracking] Add canCreateUndefOrPoison & let canCreatePoison use Operator

This patch
- adds `canCreateUndefOrPoison`
- refactors `canCreatePoison` so it can deal with constantexprs

`canCreateUndefOrPoison` will be used at D83926.
