[remoting host][win] Package remote webauthn stuff into MSI

This CL packages the remote_webauthn.exe binary and manifest into the
Windows MSI package, and enables the capability for Windows, so that we
can test it out on an official daily host.

This change has no effects on external users, as the host won't accept
WebAuthn IPCs from them. Even for Googlers, it still requires multiple
debug build components to get it fully functioning.
