[Unop2][Android] Fix failing UpgradePromoIntegrationTest

We follow what is done in the FRE tests https://source.chromium.org/chromium/chromium/src/+/main:chrome/android/javatests/src/org/chromium/chrome/browser/firstrun/FirstRunActivitySigninAndSyncTest.java;l=623;drc=26493606f274b98963565f2c992bd490be20326f

In the dry run, I added the failing test config (android-12l-x64-dbg) to the CQ trybots and the CL passed the run, so hopefully this will fix the test.
