camera: Change perfLogger to state.set()

For perf metrics, photo-capture-shutter, photo-capture-post-processing
and photo-taking are recorded in different modes. So sometimes
photo-taking event finishes when it didn't start. Since this is the
simple performance logging event, we can change it to state.set() and
check if photo-taking event started from state.get()
