Disabling high efficiency chip dialog button through the dialog model
Leveraging the new additions to dialog model to disable the cancel button. Additionally, changing the behavior to disabling the button based on presence of the host rule in the exceptions list. This CL also contains the change to move the memory savings chart before the dialog body text as requested by UX.
