media: Allow the CodecFactoryMojo to create a MojoStableVideoDecoder

This CL allows the CodecFactoryMojo to create a MojoStableVideoDecoder
instead of a MojoVideoDecoder depending on the status of the GTFO OOP-VD
feature.
