Log ..AutoRevoked histogram when auto-revoke abusive notifications

The Settings.SafetyHub.UnusedSitePermissionsModule.AutoRevoked histogram
currently logs when unused permissions are auto-revoked. This should
also be logged when abusive notifications are auto-revoked through the
AbusiveNotificationPermissionsManager.
