android-webview/cts: Add auto updated cts origins

The CTS file origins are tagged in git so we can simply
read this from the remote git repo and then we know
what the new file versions are.
We can use this to auto update these file paths instead
of doing this manually.

This is the first step to possibly making a recipe in the
future that can auto update this file without needing
human involvement.
