Update db for updateIfOlderThanMs

This will cause the post-auction update to trigger for eligible groups,
since we set the next_update_after to now.

Also, put under a flag, and update the worklet code to be behind a flag
too. Update some names in the worklet code that should have been updated
in crrev.com/c/5392501.
