Update Desktop Capture Histograms

Updates OWNER of a few histograms from auorion@ who has stopped actively
working on the project.

Updates the DesktopCapture*FrameTime histogram to expire 6 months in the
future as it is still used for some rollout metrics of the WGC capturer.
