Add command line to ASAN Additional Info section

When viewing ASAN stacks from Chromium it is harder
than it needs to be to determine which process the
stack originated from. This CL adds a helper to
dump the crashing process command line to the
'ADDITIONAL INFO' section of ASAN reports.
