[local compile hints] Fix the WebCore.Scripts.V8CompileHintsStatus histogram

1) The histogram needs a "no compile hints" option to be able to
estimate e.g., how frequently the code cache is hit

2) The "produce compile hints, module, no streaming" bucket was
overcounted
