Move TOS for VCN enroll and save card view based on UI design

Detailed change:
- Added TitleWithIconOnRightView to allow icons sit on the right
  of titles.
- Move TOS of VCN enroll bubble view and save card view on top
  of confirm button
- Edited save card view to move expiration date to another line
- Add words "next time" to the end of
  IDS_AUTOFILL_VIRTUAL_CARD_ENROLLMENT_DIALOG_TITLE_LABEL
- flag autofill-move-legal-terms-and-icon-for-new-card-enrollment
  added
