Shimless: Convert onboarding_choose_wipe_device_page_test.js to ts

- Fix all ts errors and use ts styling.
- Add an unused parameter to `setWipeDevice()` in the fake service so
  tests can capture the passed boolean.
- Remove stale TODO from html since `disabled` is now a variable.
