WebUI: CrOS Settings: Duplicate profile-discovery-list-page

This CL duplicates the profile-discovery-list-page from the legacy
and updates it to use the pendingProfileProperties from the
esim-flow-ui.

Test: browser_tests, Manual Verification completed in final CL in chain.
