[DevTools] Add params to console insights dogfood feature

The params are added to the `DevToolsConsoleInsightsDogfood` feature.
They mirror the params of the `DevToolsConsoleInsights` feature. This
allows configuring console insights for (mostly Google-)dogfooders
separately from the general rollout.

Up to now dogfooders relied on the params of `DevToolsConsoleInsights`
being available. With the planned update to the finch config
(http://cl/619515686), these params are not set for dogfooders
anymore, which is why the separate params are needed.
