[WIP] Reland "CrOS Settings: Enable the Settings revamp feature flag by default"

This reverts commit 322e7607.

Reason for revert: The failing Tast tests and other issues that were
caused from the feature flag being enabled were fixed (b/317943159,
b/325998223). Cautiously, proceeding with re-enabling the feature by
default.
