Rename ui_test_utils::BROWSER_TEST_NONE to BROWSER_TEST_NO_WAIT

This is a mechanical rename to help clarify the purpose of this flag at
the usage sites which pass it when calling NavigateToURLWithDisposition.
No behavior change is expected.
