Reland "Strengthen the deprecation warnings for Non standard CSS appearance values"

This reverts commit aed31e77.

Reason for revert: This CL was reverted due to the added test failing
on Linux build due to timeout. Investigation shows this happen only
for build with build arg `is_debug = false`.
We re-land the change and update TestExpectations.
