Try to deflake DepleteQuotaAndRecover test on ChromeOS

This CL attempts to deflake
SingleClientBookmarksSyncTestWithEnabledThrottling.DepleteQuotaAndRecover
on ChromeOS: During setup, disable OS Sync types (in addition to browser
types other than Bookmarks). This might help with the test's slight
flakiness, since other data types could interfere with the quota-enforced
delays.
