Some cleanup post-LoggingParameters

* Check logging parameters when uploading actions.
* Add LoggingParameters to StreamModel, and keep it constant
  after model creation.
* Remove isActivityLoggingEnabled() implementation, as it's
  not used anymore.
* Add gaia and email to feedstore.StreamData, and verify it
  when loading the stream.
* Removed UploadCriteria class, as we no longer need to
  store state here.
