[Data Sharing] Moving SDKDelegateImpl from components to chrome.

In this Cl, DataSharingSDKDelegateImpl is moving from components to
chrome. Moving this to chrome to use Profile related information in
delegate.

Low-Coverage-Reason: TRIVIAL_CHANGE Changes are already tested in other unit tests.
