media/gpu/chromeos: Migrate OOPVideoDecoder to FrameResource

This needs to be done to unblock changing the return type of
MailboxVideoFrameConverter::GetOriginalFrameCB from VideoFrame* to
FrameResource*.

When NativePixmap-based FrameResource is available,
MojoVideoFrameToFrameResource will be migrated to create
NativePixmap-based FrameResources.
