Pass origins from ApplyPolicyUpdates rather than StorageKeys in

cache storage

Within the deleton logic in cache storage the functions involved
DeleteStorageKeyData, BucketMatchesStorageKeysForDeletion and
DeleteStorageKeysDataGotAllBucketInfo ultimately only used the origins
of StorageKeys for their computation hence that has been refactored
to use only origins and not convert to StorageKeys.
